Upon the recommendation of the Secretary of Agriculture and Natural Resources and pursuant to the authority vested in me by law, I, Carlos P. Garcia, President of the Philippines, do hereby withdraw from sale or settlement and reserve for building site purposes of the Central Bank of the Philippines under the administration of the same, subject to private rights, if any there be, a certain parcel of land situated in the District of Ermita, City of Manila, which parcel of land is more particularly described as follows:
