WHEREAS, the public interest requires that the Congress of the Philippines be convened in a special session in order to consider urgent legislative measures;

NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby call the Congress of the Philippines to a special session for such number of days as may be necessary, but not to exceed thirty days, commencing at ten o’clock in the morning of the twenty-sixth day of May, nineteen hundred and fifty-eight, to consider the enactment of the following legislative measures and such others as I may submit:

1. H. B. 1055	— AN ACT APPROPRIATING FUNDS FOR THE OPERATION OF THE REPUBLIC OF THE PHILIPPINES DURING THE PERIOD FROM JULY FIRST, NINETEEN HUNDRED AND FIFTY-EIGHT TO JUNE THIRTIETH, NINETEEN HUNDRED AND FIFTY-NINE, AND FOR OTHER PURPOSES;
2. H. B. 1780	— AN ACT APPROPRIATING FUNDS FOR PUBLIC WORKS AND FOR OTHER PURPOSES;
3.	— AN ACT CREATING THE CUSTOMS COURT OF THE PHILIPPINES;
4.	— AN ACT TO AUTHORIZE THE PRESIDENT OF THE PHILIPPINES, UPON THE RECOMMENDATION OF THE SECRETARY OF PUBLIC WORKS AND COMMUNICATIONS TO ENTER INTO CONTRACTS WITH ANY DOMESTIC CORPORATIONS TO UNDERTAKE AS ITS OR THEIR OWN EXPENSE THE IMPROVEMENT OF THE PORT AND HARBOR OF THE CITY OF MANILA AND OTHER NATIONAL PORTS, THE CONSTRUCTION OF SEAWALL AND HIGHWAY EXTENDING FROM THE CITY OF MANILA TO CAVITE CITY AND THE RECLAMATION OF SUBMERGED LANDS AND DREDGING OF SAID PORTS AND HARBORS UNDER CERTAIN CONDITIONS, AND FOR OTHER PURPOSES;
5.	— AN ACT CREATING THE ECONOMIC DEVELOPMENT BANK;
6.	— AN ACT TO PROVIDE A SOUND BASIS FOR FOREIGN CAPITAL INVESTMENT IN THE PHILIPPINES, PROVIDING FOR THE ADMINISTRATION OF’ THIS ACT BY THE NATIONAL ECONOMIC COUNCIL, APPROPRIATING ADDITIONAL FUNDS IN CONNECTION THERETO, AND FOR OTHER PURPOSES;
7.	— ALL PENDING MEASURES RAISING AND/ OR INCREASING THE REVENUES OF THE GOVERNMENT AS PREVIOUSLY SUBMITTED AND CERTIFIED BY THE PRESIDENT;
8.	— AN ACT TO AUTHORIZE THE PRESIDENT’ OF THE PHILIPPINES TO REORGANIZE THE BUREAUS AND OFFICES UNDER THE DEPARTMENT OF FINANCE.

All persons entitled to sit as members of the Congress of the Philippines are requested to take notice of this proclamation.
