WHEREAS, Republic Act No. 3278, approved on June I7, 1961, created the City of Caloocan;
WHEREAS, in a plebiscite held on November 14, 1961, in the municipality of Caloocan, province of Rizal, the majority of the voters of said municipality voted in favor; of its conversion into a city;
WHEREAS, as a result of said plebiscite, the Commission on Elections proclaimed the municipality of Caloocan,, province of Rizal, as a chartered city effective January; 16, 1962;
WHEREAS, section 95 of said Act provides that the City of Caloocan shall be organized on such a date as may be fixed by the President;
NOW, THEREFORE, I, Diosdado Macapagal, President of the Philippines, pursuant to the provisions of said section 95 of Republic Act No. 3278, do hereby proclaim that the formal organization of the government of the City of Caloocan shall take place on February 16, 1962.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
