Upon the recommendation of the Secretary of Agriculture and Natural Resources and pursuant to the provisions of section 73 of Act No. 4003, I, Diosdado Macapagal, President of the Philippines, do hereby reserve for a Fisheries Development Center and for such purposes as would be conducive to the development and progress of the fishing industry, under the administration and supervision of the Bureau of Fisheries, subject to private rights, if any there be, a certain portion of Manila Bay, situated in the municipality of Navotas, Province of Rizal, Island of Luzon, and more particularly described as follows:

A portion of Manila Bay, situated in the Municipality of Navotas, Province of Rizal. Bounded on the S., along line 1-2 by Manila Bay; on the SW., along line 2-3 by Manila Bay; on the NW., along line 3-4 by Manila Bay; and on the NE., along line 4-1 by the shore of Manila Bay. Beginning at a point marked 1 on plan, being S. 89° 35′ W., 728.20 meters gil from C.B.M. 48, and at a point marked 4 being N. 48° 53′ W., 1,996.54 meters from B.L.L.M. No. 1, (Navotas, Rizal). From the first tie point marked 1, thence S. 89° 35′ W., 2,600.00 meters to point 2; thence N. 34° 48′ W., 3,861.27 meters to point 3; thence N. 55° 12′ E., 2,150.00 meters to point 4; thence S. 34° 48′ E., 5,329.44 meters to the point of beginning; containing an area of 9,868,442 square meters. Points 1 and 4 referred to are indicated on the plan and marked on the ground by P.S. Syl. Conc. Mons.; bearings true; date of survey, June 22 to 26, 1962.
