WHEREAS, the birthday anniversary of the late Elpidio Quirino, former President of the Philippines, falls on November 16, 1963; and
WHEREAS, the people of Ilocos Sur, his birthplace, should be given full opportunity to celebrate the day with appropriate ceremonies;
NOW, THEREFORE, I, Diosdado Macapagal, President of the Philippines, pursuant to the authority vested in me by section 30 of the Revised Administrative Code, do hereby declare Saturday, November 16, 1963, as a special public holiday in the province of Ilocos Sur.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
