WHEREAS, on 20 January 2020, Monday, the City of Tarlac, Province of Tarlac, will mark the celebration of the 4 th Kaisa Festival; and

WHEREAS, it is but fitting and proper that the people of the City of Tarlac be given full opportunity to celebrate and participate in the occasion with appropriate ceremonies;

NOW, THEREFORE, I, SALVADOR C. MEDIALDEA, Executive Secretary, by authority of the President, RODRIGO ROA DUTERTE, do hereby declare Monday, 20 January 2020, a special (non-working) day in the City of Tarlac, Province of Tarlac.
