[ LETTER OF INSTRUCTIONS No. 1426, September 07, 1984 ]
| TO: | The Honorable Members of the Cabinet and Head of Agencies Concerned |
In order to ensure an integrated and coordinated Government effort in addressing the requirements for relief, rehabilitation and reconstruction in the areas affected by the recent typhoons "Maring" and "Nitang", and to secure the necessary financial and material support both from internal and external sources, a Cabinet Ad-Hoc Committee is hereby created with the Minister of Economic Planning as Chairman and the following as members:

| (3) | The Minister of Social Services and Development | |
| (4) | The Minister of Agriculture and Food | |
| (5) | The Minister of Natural Resources | |
| (6) | The Minister of Foreign Affairs | |
| (7) | The Minister of Human Settlements | |
| (8) | The Minister of Public Works and Highways | |
| (9) | The Minister of Transportation and Communication | |
| (10) | The Minister of National Defense | |
| (11) | The Minister of the Budget | |
| (12) | The Minister of Local Government | |
| (13) | The Administrator, National Food Authority | |
| (14) | The Minister of Public Information |
A Technical Secretariat headed by the NEDA Deputy Director-General for Planning and Policy and Regional Development which shall draw its basic staff support from NEDA is also hereby created to assist the Committee in carrying out its tasks. The Secretariat is hereby empowered to call on representatives of the above-mentioned heads of Ministries and the following agencies for assistance as may be required.

The Administrator, National Disaster Coordinating Center

The tasks of the Committee and its Secretariat shall include the following:
| (1) | To determine the extent of damage and assess the needs of the people and areas affected by typhoons "Maring" and "Nitang"; | |
| (2) | To draw up medium-term relief measures and long-term rehabilitation and reconstruction program for the victims and areas affected by said typhoons for immediate implementation; | |
| (3) | To identify possible financial and material resources that would be tapped to meet the requirements of the said measures and programs; | |
| (4) | To seek assistance from foreign bilateral and multilateral sources where resource gaps may be identified in meeting the requirements of the above measures and programs; | |
| (5) | To formulate policies and guidelines for the effective and efficient disposition of the resources, both internal and external provided for this purpose; and | |
| (6) | To submit periodic report on the progress of activities undertaken in this regard. |
