AGREEMENT ON CULTURAL COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE REPUBLIC OF IRAQ
The Government of the Republic of the Philippines and the
Government of the Republic of Iraq, hereinafter referred to as the two
Contracting Parties, being desirous to maintain and strengthen the
already existing friendly ties between the two countries, and for the
purpose of strengthening their cultural relations, have agreed as
follows:
GENERAL PROVISIONS
ARTICLE ONE
CULTURAL
ARTICLE TWO
The two Contracting Parties shall exchange the holding of artistic and cultural books exhibitions.
ARTICLE THREE
The two Contracting Parties shall exchange technical experience in the fields of folklore handicraft and children puppet theatre.
ARTICLE FOUR
The two Contracting Parties shall encourage the cooperation and exchange of publications between the National Library of the Philippines and the National Library of Iraq.
ARTICLE FIVE
SCIENTIFIC EDUCATION
ARTICLE SIX
The two Contracting Parties shall encourage cooperation between scientific, educational and cultural institutions of each other's country to exchange experience between scientific educationalists, professors, experts and artists.

ARTICLE NINE
The two Contracting Parties shall consult each other through diplomatic channels»for the amendment or implementation of this present Agreement, and shall meet every two years, alternately in Manila and Baghdad, in their respective diplomatic missions, to work out a separate Executive Program of exchanges m the fields of culture and education.
ARTICLE TEN
The present Agreement shall enter into force on the day on which the two Contracting Parties shall have notified each other of the compliance with their respective Constitutional procedures, and shall be valid for years and shall automatically be valid for another five years unless one of the two Contracting Parties shall give with written notice through diplomatic channels to the other Contracting Party at least six months before the end of the fifth year, of its desire to terminate the present Agreement.
IN WITNESS WHEREOF, the Undersigned being duly authorized by their respective Governments, have signed the present Agreement.
Done in Manila, this 26th day of January 1982, in three original copies, in Pilipino, Arabic and English languages, all three texts being equally authentic.
GENERAL PROVISIONS
1. The two Contracting Parties agree to promote the development of mutually beneficial relations in the fields of culture, art, scientific education and. sports on the basis of mutual respect for sovereignty and in conformity with the laws and regulations in each country, bearing in mind the interests of their respective peoples.
2. The provisions of the present Agreement shall be in conformity with the laws and regulations concerning the internal security of the two Contracting Parties.
CULTURAL
The two Contracting Parties shall exchange the holding of artistic and cultural books exhibitions.
The two Contracting Parties shall exchange technical experience in the fields of folklore handicraft and children puppet theatre.
The two Contracting Parties shall encourage the cooperation and exchange of publications between the National Library of the Philippines and the National Library of Iraq.
1. The two Contracting Parties shall encourage the exchange of youth and sports delegations, on the basis of reciprocal invitations, to exchange experience and get acquainted with the achievement in the country of the other in the fields of youth and sports.
2. The two Contracting Parties shall promote exchanges of sports teams on the basis of invitational matches, in the following games: basketball, track and field, volleyball, football and swimming.
The two Contracting Parties shall encourage cooperation between scientific, educational and cultural institutions of each other's country to exchange experience between scientific educationalists, professors, experts and artists.
1. The two Contracting Parties shall exchange studying and training scholarships to enable their citizens to train in universities and other scientific, technical and cultural educational and research institutions in the country of the other.
2. The two Contracting Parties shall exchange scientific education cultural information, and student delegations to exchange experience and get acquainted with the achievements in these fields in each other's country.
3. The two Contracting Parties shall encourage participation, by their respective nationals in the scientific educational and cultural conferences to be held in each other's countries.

The Two Contracting Parties shall cooperate in the exchange of information on scientific educational standards and on developments of their respective educational systems with a view to studying the possibility of establishing reciprocal equivalence of academic degrees, diplomas and certificates of education.
2. The two Contracting Parties shall, subject to the laws and regulations of their respective countries, adopt necessary measures for the protection of the literary and artistic works of the nationals of their country and shall cooperate in the protection and preservation of each other's national cultural properties and treasures.
